VIRTUAL LECTURE SERIES ON THE LAW OF WAR

FOR LAW STUDENTS, ACADEMICS, AND PRACTICING LAWYERS

The USAID Justice for All Activity jointly with the Congressional Office for International Leadership are inviting law students, academics, and practicing lawyers committed to studying the law of war to apply for participation in a series of lectures that will be delivered by Judge Evan Wallach.


Language : English.

Venue: Zoom.

Publicity: classes with selected participants will be videorecorded, translated into Ukrainian, and publicly shared.

Class size: 20 to 70 English-speaking law students, academics, and practicing lawyers.

Schedule: on Wednesdays for 15 weeks starting on March 1, 2023.

Classes duration: about 90 minutes each.


LECTURES:


  • March 1, 2023 - Introduction to the Law of War: Jus Ad Bellum and Jus in Bello, Purposes and Uses of the Law of War, Legal Effects of War, Legitimate Use of Armed Force and Aggressive War.

  • March 8, 2023 - General Principles and Sources of the Law of War: Sources of the Law of War - Treaties, Custom, Decisions, Commentators and Treatises, General Principles of the Law of War, Proportionality and Military Necessity, Humanity, Distinction and Chivalry.

  • March 15, 2023 - Means and Methods of Warfare Regulated and Forbidden Conduct Treaty Limitations on Conduct, War Crimes, Limits on Weapons.

  • March 22, 2023 - Means and Methods of Warfare, Limits on Weapons (continued), Limits on Methods of Warfare (land, air, sea, and cyber).

  • March 29, 2023 - Means and Methods of Warfare: Limits on Methods of Warfare (continued), Limits on Places of Warfare.

  • April 5, 2023 - Decision Making in War: Command Responsibility (duty to train, control, investigate and extension of command responsibility to national command authority).

  • April 12, 2023 - Decision Making continued: Liability for War Crimes, Rules of Engagement, the Reality of Combat, Small Unit Cohesion, the "Fog of War".

  • April 19, 2023 - Protected Persons: Prisoners of War, Treatment, Interrogation, Conditions of Captivity, Trials of POWs.

  • April 26, 1023 - Protected Persons (continued): Civilians and Other Protected Persons.

  • May 3, 2023 - Protected Places and Property: Protected Places, Civilian Zones.

  • May 10, 2023 - Protected Property (continued): Land and Other Property, Protected Government Property, State Ownership, Cultural Property, Special Property Including Biological, Chemical and Nuclear Zones.

  • May 17, 2023 - Belligerent Occupation: Legal Status of Occupied Territory (including illegality of annexation), Treatment of Civilians and Property, Right to Administer Occupied Territory.

  • May 24, 2023 - the Role of International Organizations and Neutrals in Warfare.

  • May 31, 2023 - Ending Hostilities and War Crimes Trials and Tribunals.

  • June 7, 2023 - Concluding Class and Evaluation.
