FACULTY OF LAW About us The history of legal science and education at Lesya Ukrainka Law School at East European Law University is closely linked to the founding and establishment of the University. Initially, three departments were taught at the faculty: the theory and history of state and law; political science; history of philosophy. The first teachers of legal disciplines were mainly legal practitioners: LI Milischuk, OM Fidrya, JG Matskevich, VG Lonchuk - judges, V. Kurenda, O. Kidiba - prosecutors, A. S. Sukhomlin - Deputy Prosecutor of Volyn Region, OM Vinokurov - Deputy Head of Justice Department of Volyn Regional State Administration, SF Safulko - Honored Lawyer of Ukraine, VA Yelov - lawyer, head of the private law firm "Vitalina" and others. The first dean of the Faculty of Law was appointed Candidate of Philosophy, Associate Professor Victor Lvovich Penko, Deputy Dean - Senior Lecturer Mykola Artemovych Kravchuk. In 1994, the Faculty of Law received a license from the Ministry of Education of Ukraine to train specialists in the field of law training in the specialty "Law". Order No. 16-K / B of March 20, 1995 established the Department of Legal Disciplines. By the same order, the first Doctor of Laws in Volyn, Professor Dolezhan Valentin, was accepted to the position of Professor, Head of the Department of Legal Disciplines. He is known as a well-known scientist, a wonderful person and a dedicated worker who has made a significant contribution to the formation of the Law School. In 1996 the department opened a correspondence department and postgraduate studies. The increase in the number of full-time students, the opening of the correspondence department caused changes in the provision of the educational process, and therefore, on October 3, 1997, by order No. 64-K / In the Department of Legal Disciplines of the Law Faculty was reorganized and two departments were created on its basis: public law and private law . The Head of the Department of Public Law was appointed Doctor of Law, Professor VV Dolezhan, and the Department of Private Law - Candidate of Law, Associate Professor SF Vasilyuk. In 1999 the candidate of law, associate professor Vasilyuk Stepan Feodosiyovich was appointed dean of the law faculty. The Faculty of Law trained specialists in the program of higher legal education institutions of Ukraine, and since the words “lawyer” and “legal” were used in official documents and texts of normative acts, on November 18, 1998, the decree No. 77-K / B (based on the decision of the Volynsky Academic Council Lesya Ukrainka State University of November 4, 1997 (Minutes # 5)) Law Faculty was renamed to Law School. In 2000, in order to bring the structure of the Faculty of Law in line with the volume of the teaching staff and students, in accordance with the permission of the Ministry of Education and Science of Ukraine No. 55-5 / 615 of April 14, 2000, by the order of the Rector No. 45-K (c) since May 22, 2000 four departments have been established at the Law Faculty: - Theories, History of State and Law and Constitutional Law (Head of the Department - Candidate of Science, Associate Professor VS Nalyvayko); - civil law and process (Head of the Department - Candidate of Science, Associate Professor ZF Samchuk-Kolodyazhny); - Criminal Law and Procedure (Head of the Department - Candidate of Science, Professor OG Kolb); - Labor, Agrarian and Environmental Law (Head of the Department - Candidate of Science, Associate Professor IM Yakushev). The Dean of the Faculty in 2003-2012 was Candidate of Laws, Associate Professor Igor Yakushev. According to the order of the Rector of January 9, 2006 No. 9-K / B, the Department of Theory, History of State and Law and Constitutional Law was divided into two departments: - Theory and History of State and Law (Head of the Department - Candidate of Science, Associate Professor VS Nalyvayko); - constitutional, administrative and financial law (Head of the Department - Candidate of Science, Associate Professor AV Dukhnevich) DAC decision of February 23, 2012 (Minutes No. 93) Volyn National University named after Lesya Ukrainka accredited in the field of knowledge 0304 Law and specialty "Law" of educational qualification levels 6.030401 (bachelor) and 7.03040101 (specialist) and fourth according to the DAC decision of June 4, 2009 (Minutes No. 78) - accredited in the specialty "Jurisprudence" by educational qualification level 8.060101 (Master's degree). Pursuant to the order of the Rector No. 84-K / B dated July 1, 2013 (based on the decision of the Academic Council of the Eastern European National University named after Lesya Ukrainka of June 27, 2013 (Protocol No. 1)), the Department of Constitutional, Administrative and Financial Law was liquidated. In 2013, the candidate of law sciences, associate professor Labu Oksana Vasylivna was appointed dean of the law faculty. In the same year, the faculty started training bachelors based on the educational qualification level of junior specialist. Since 2013, three departments have been operating at the Law Faculty of the Eastern European National University: - Theory and History of State and Law (Head of the Department - Doctor of Law, Professor Yatsishin Mikhail Mikhailovich); - Civil law disciplines (Head of the Department - Doctor of Laws, Associate Professor Andrey Dukhnevich); - Criminal law and procedure (Head of the Department - Candidate of Science, Associate Professor Fidria Yulia Alexandrovna). ЗАГАЛЬНІ ПОЛОЖЕННЯ Ця Програма визначає цілі, пріоритети та напрями розвитку юридичного факультету на 2026-2030 роки, враховуючи сучасні виклики, потреби суспільства та євроінтеграційні орієнтири України. 2. ФІЛОСОФСЬКА ОСНОВА ВІЗІЯ: Стати провідним центром інноваційної юридичної освіти та науки в Україні, що формує нове покоління юристів-лідерів для відбудови та розвитку країни на засадах верховенства права, євроінтеграції та технологічного прогресу через потужний тріумвірат спеціальностей: «Право», «Міжнародне право» та «Правоохоронна діяльність». МІСІЯ: Готувати конкурентоспроможних, інноваційно мислячих юристів через інтегроване навчання, передові дослідження, служіння суспільству та технологічну трансформацію. 3. КЛЮЧОВІ АКЦЕНТИ Актуальність: Інтеграція євроінтеграційної та воєнної тематики (право ЄС, міжнародне гуманітарне право) в освітні програми. Практико-орієнтованість: Максимальне наближення навчання до реальності через юридичні клініки нового типу (Ad Astra 2.0 юридична клініка), симуляції та роботу з реальними кейсами. Технологічність: Всебічне впровадження Legal Tech, кібербезпеки та штучного інтелекту в навчальний процес і дослідження. Міжнародність: Перетворення факультету на привабливий центр для іноземних студентів та дослідників, використання міжнародних практик підготовки для спеціальності «Правоохоронна діяльність». Вплив на суспільство: Позиціювання факультету як експертного центру для органів влади та громад, та правового просвітництва. 4. ЦІЛІ ТА НАПРЯМИ РОБОТИ НАПРЯМ 1. НАВЧАННЯ ТА РОЗВИТОК СПЕЦІАЛЬНОСТЕЙ Загальні цілі для всіх спеціальностей: Оновлення освітніх програм з акцентом на право ЄС та цифровізацію. Розвиток soft skills (стресостійкість, комунікація, лідерство). Впровадження сучасних методів викладання (симуляції, кейси). Спеціальність «Міжнародне право»: Мета: Ліцензування та запуск спеціальності «Міжнародне право». Заходи: Розробка освітньої програми з акцентом на право ЄС, міжнародний арбітраж, інвестиційне право. Поглиблена підготовка студентів на двох іноземних мовах. Створення «Міжнародної перекладацької лабораторії» для роботи з документами ООН/ЄС. Акцент на подвійні дипломи та моделювання міжнародних організацій (Модель ООН). Спеціальність «Правоохоронна діяльність»: Мета: Підготовка фахівців нового формату для реформованих правоохоронних органів. Заходи: Побудова навчального процесу на засадах дуальної освіти з прямими партнерствами з НАБУ, САП, поліцією. Впровадження курсів з кіберкриміналістики, OSINT, роботи з Big Data. Інтеграція європейських стандартів досудового розслідування та практики ЄСПЛ. Включення модулів з професійної психології, етики та спеціальної фізичної підготовки. НАПРЯМ 2. НАУКА ТА ІННОВАЦІЇ Ціль: Розвиток факультету на регіональному, всеукраїнському та міжнародному рівні, як центру розвитку науки та інновацій. Заходи: Заснування тематичного наукового центру. Активний пошук міжнародних грантів. Публікації у провідних світових виданнях Scopus, Web of Science, Spinger. Підтримка молодих вчених та фахового журналу «Історико-правовий часопис». НАПРЯМ 3. СЛУЖІННЯ СУСПІЛЬСТВУ Ціль: Позиціювання факультету як осередку правової допомоги та просвітництва. Заходи: Масштабування роботи юридичної клініки Ad Astra 2.0 для допомоги ВПО, військовим, громадам. Запуск просвітницьких онлайн-проектів (подкасти, блоги). НАПРЯМ 4. ІНТЕРНАЦІОНАЛІЗАЦІЯ Ціль: Інтеграція у глобальний освітній простір. Заходи: Розробка англомовних освітніх компонентів (особливо для «Міжнародного права»). Активізація участі у програмі Erasmus+. Залучення іноземних викладачів та студентів. Залучення іноземних лекторів до викладання на факультеті. НАПРЯМ 5. УПРАВЛІННЯ ТА ІНФРАСТРУКТУРА Ціль: Створення сучасного, безпечного та інклюзивного середовища. Заходи: Цифровізація управління освітнім процесом. Модернізація бібліотеки та створення просторів для колаборативної роботи. Впровадження енергозберігаючих технологій. 5. ОЧІКУВАНІ РЕЗУЛЬТАТИ Синергія: Три спеціальності посилюють одна одну, створюючи унікальну освітню екосистему. Конкурентна перевага: Факультет пропонує найбільш актуальний і комплексний портфель освітніх продуктів. Підвищення репутації: За рахунок спеціальності «Міжнародне право», інноваційних досліджень та міжнародних партнерств. В рамках цієї Угоди Сторони домовились про співпрацю за такими намірами: здійснення діагностики використання медіації та інших форм альтернативного вирішення спорів (ADR) у державно-правових системах членів дослідницької групи, разом із компаративістським порівнянням з іншими правовими порядками (державними, наднаціональними, міжнародними), з одночасним прийняттям функція каталізатора, що забезпечує реалізацію отриманих результатів для суспільства та економіки. представлення прогнозів із зазначенням очікуваних.і також бажаних (з точки зору чинного законодавства Європейського Союзу та Ради Європи, змін до сучасної моделі освіти з питань посередництва; з точки зору опису, пояснення та уніфікації інституційних-правових рішень щодо медіації, а також наявності положень зі сфери медіації в соціальних науках (включаючи право, політологію, педагогіку та психологію) та когнітивній науці з особливим акцентом на штучний інтелект). Дослідницькі цілі C&E EMRG досягатимуться поступово шляхом: створення Інтернет-платформи, що забезпечить доступ до результатів досліджень; видавничої та інформаційної діяльність, втому числі в Інтернет-просторі, та створення наукового журналу про медіацію та інші форми альтернативного вирішення спорів (ADR); поширення, в основному через Інтернет, інформації про важливі наукові, законодавчі та практичні питання, пов’язані з медіацією, включаючи організацію дискусійного форуму; реалізації дослідницьких проектів з медіації членами C&E EMRG; співпраці, змістовного та методичного забезпечення науково-дослідних робіт C&E EMRG; просування ідеї медіації серед студентів та працівників університетів: створення бази даних, що міститиме результати емпіричного дослідження медіації, а також бази даних, що міститиме публікації про медіацію, підготовлені членами дослідницької групи; ініціювання та підготовка висновків щодо проектів законодавчих актів у галузі альтернативного вирішення спорів: сприяння клінічній підготовці студентів у галузі вирішення конфліктів та спорів, а також надання безкоштовної правової допомоги та юридичних консультацій. Розробка дослідницьких звітів та тематичних аналізів за конкретними напрямками досліджень. 2. Презентація результатів досліджень на міжнародних конференціях та наукових симпозіумах. 3. Публікація наукової монографії, що підсумовує результати проекту, виданої видавництвом AHNS у Радомі. 4. Розвиток наукової співпраці між польськими та українськими дослідницькими центрами у сфері безпеки. 5. Формулювання практичних рекомендацій для державних установ та неурядових організацій щодо підвищення стійкості держав та місцевих громад. Методологія: Проект буде реалізовано з використанням змішаних методів – кількісних та якісних досліджень, аналізу вторинних даних, тематичних досліджень, опитувань серед дітей, молоді та вчителів, експертних інтерв'ю та аналізу цифрових та фінансових технологій, що використовуються в управлінні безпекою.
