FACULTY OF LAW

About us

  The history of legal science and education at Lesya Ukrainka Law School at East European Law University is closely linked to the founding and establishment of the University. Initially, three departments were taught at the faculty: the theory and history of state and law; political science; history of philosophy. The first teachers of legal disciplines were mainly legal practitioners: LI Milischuk, OM Fidrya, JG Matskevich, VG Lonchuk - judges, V. Kurenda, O. Kidiba - prosecutors, A. S. Sukhomlin - Deputy Prosecutor of Volyn Region, OM Vinokurov - Deputy Head of Justice Department of Volyn Regional State Administration, SF Safulko - Honored Lawyer of Ukraine, VA Yelov - lawyer, head of the private law firm "Vitalina" and others.

  The first dean of the Faculty of Law was appointed Candidate of Philosophy, Associate Professor Victor Lvovich Penko, Deputy Dean - Senior Lecturer Mykola Artemovych Kravchuk.

In 1994, the Faculty of Law received a license from the Ministry of Education of Ukraine to train specialists in the field of law training in the specialty "Law".

  Order No. 16-K / B of March 20, 1995 established the Department of Legal Disciplines. By the same order, the first Doctor of Laws in Volyn, Professor Dolezhan Valentin, was accepted to the position of Professor, Head of the Department of Legal Disciplines. He is known as a well-known scientist, a wonderful person and a dedicated worker who has made a significant contribution to the formation of the Law School.

  In 1996 the department opened a correspondence department and postgraduate studies.

The increase in the number of full-time students, the opening of the correspondence department caused changes in the provision of the educational process, and therefore, on October 3, 1997, by order No. 64-K / In the Department of Legal Disciplines of the Law Faculty was reorganized and two departments were created on its basis: public law and private law . The Head of the Department of Public Law was appointed Doctor of Law, Professor VV Dolezhan, and the Department of Private Law - Candidate of Law, Associate Professor SF Vasilyuk.

  In 1999 the candidate of law, associate professor Vasilyuk Stepan Feodosiyovich was appointed dean of the law faculty.

  The Faculty of Law trained specialists in the program of higher legal education institutions of Ukraine, and since the words “lawyer” and “legal” were used in official documents and texts of normative acts, on November 18, 1998, the decree No. 77-K / B (based on the decision of the Volynsky Academic Council Lesya Ukrainka State University of November 4, 1997 (Minutes # 5)) Law Faculty was renamed to Law School.

  In 2000, in order to bring the structure of the Faculty of Law in line with the volume of the teaching staff and students, in accordance with the permission of the Ministry of Education and Science of Ukraine No. 55-5 / 615 of April 14, 2000, by the order of the Rector No. 45-K (c) since May 22, 2000 four departments have been established at the Law Faculty:

- Theories, History of State and Law and Constitutional Law (Head of the Department - Candidate of Science, Associate Professor VS Nalyvayko);

- civil law and process (Head of the Department - Candidate of Science, Associate Professor ZF Samchuk-Kolodyazhny);

- Criminal Law and Procedure (Head of the Department - Candidate of Science, Professor OG Kolb);

- Labor, Agrarian and Environmental Law (Head of the Department - Candidate of Science, Associate Professor IM Yakushev).

The Dean of the Faculty in 2003-2012 was Candidate of Laws, Associate Professor Igor Yakushev.

According to the order of the Rector of January 9, 2006 No. 9-K / B, the Department of Theory, History of State and Law and Constitutional Law was divided into two departments:

- Theory and History of State and Law (Head of the Department - Candidate of Science, Associate Professor VS Nalyvayko);

- constitutional, administrative and financial law (Head of the Department - Candidate of Science, Associate Professor AV Dukhnevich)

DAC decision of February 23, 2012 (Minutes No. 93) Volyn National University named after Lesya Ukrainka accredited in the field of knowledge 0304 Law and specialty "Law" of educational qualification levels 6.030401 (bachelor) and 7.03040101 (specialist) and fourth according to the DAC decision of June 4, 2009 (Minutes No. 78) - accredited in the specialty "Jurisprudence" by educational qualification level 8.060101 (Master's degree).

  Pursuant to the order of the Rector No. 84-K / B dated July 1, 2013 (based on the decision of the Academic Council of the Eastern European National University named after Lesya Ukrainka of June 27, 2013 (Protocol No. 1)), the Department of Constitutional, Administrative and Financial Law was liquidated.

  In 2013, the candidate of law sciences, associate professor Labu Oksana Vasylivna was appointed dean of the law faculty.

In the same year, the faculty started training bachelors based on the educational qualification level of junior specialist.

  Since 2013, three departments have been operating at the Law Faculty of the Eastern European National University:

  - Theory and History of State and Law (Head of the Department - Doctor of Law, Professor

Yatsishin Mikhail Mikhailovich);

  - Civil law disciplines (Head of the Department - Doctor of Laws, Associate Professor Andrey Dukhnevich);

  - Criminal law and procedure (Head of the Department - Candidate of Science, Associate Professor Fidria Yulia Alexandrovna).

VISION:

based on the international ideas of the knowledge society and the principles of European integration - build a powerful regional center of quality legal education and shape the legal future of the country

 

MISSION:

increase human capital through:

     training of specialists with a high level of legal knowledge, legal awareness, legal culture to solve society's problems by legal means and achieve the goals of law and order

     continuous professional development of teachers, students and graduate students, based on the principles of sustainable development, information society and digital technologies

     research and innovation in the format of "education - science - state - business"

     formation of a systemic worldview, leadership, service to society and understanding of the role and contribution of each in building the legal future of the country.

PRINCIPLES OF DEVELOPMENT OF THE FACULTY OF LAW

 

The activity of the Faculty of Law is based on basic principles

1.     "Student-centeredness"

2.     Strategic focus on "sustainable development" of the state and regions

3.     Interconnected development as a balance and coherence of the development strategy of the university complex, which includes colleges and faculties

4.     Integration orientation, flexibility in response to changing circumstances, which will be most easily achieved by the common interest and constant feedback of the provider of educational services (faculty), recipient of educational services (student, graduate student) and other stakeholders (enterprises, institutions, organizations, where graduates will work, etc.)

5.     Innovation, which will concern not only the introduction of new learning technologies, but also the formation of a new approach to the provision of educational services (for example, customer focus through the use of "e-learning")

6.     Consensus and compromises as the main drivers of final decisions at all hierarchical levels of management decisions.

 

OBJECTIVES OF STRATEGIC DEVELOPMENT OF THE FACULTY OF LAW

The goals of strategic development (and indicators of progress) of the Faculty of Law are fully consistent with the relevant goals of Volyn National University named after Lesya Ukrainka, clarifying and supplementing some of them

1.     TEACHING

OBJECTIVE 1.

Expanding students' learning opportunities through the development of forms of education and educational environment.

TASK:

1.     Development of educational programs that are implemented in a dual form

2.     Increase the educational component in Moodle, which have passed internal certification

3.     Introduction of specialties with OP at three levels of higher education

4.     Formation of interdisciplinary programs

5.     Formation of double degree programs

GOAL 2.

Development of academic and professional trajectories in the unified educational system of Lesya Ukrainka Volyn National University (university and non-basic structural units) through the development of general culture, universal values, legal and environmental education, patriotism, entrepreneurship, creative and physical development of students; harmonization and coordination of op by levels of education (bachelor, master, doctor of philosophy); integration of teaching and research

TASK:

1.     Monitoring of specialties at the faculty, which are implemented at different levels of education (bachelor, master, doctor of philosophy), according to which the competencies and program learning outcomes are agreed upon

2.     Monitoring of college graduates who continue their studies at the next level at the Faculty of Law

GOAL 3.

Development of lifelong learning in cooperation with internal and external stakeholders through the implementation of vocational training programs, training, personal and career development (non-formal education)

TASK:

1.     Monitoring the number of training courses for different target groups (women, unemployed, etc.)

2.     Monitoring the number of programs / students of personal and career development

3.     Monitoring the number of programs / students to improve the teaching skills of teachers

GOAL 4.

Expanding students' competitive advantages through improving professional training: taking into account the requirements of professional standards, strengthening partnerships with business, developing entrepreneurial skills

TASK:

1.     Development and monitoring of OPs implemented in dual form

2.     Development and monitoring of programs that have passed professional accreditation

3.     Increase and monitor research performed by graduate students within the level III

4.     Formation and development of a startup incubator in the field of legal services

5.     Monitoring of students who combine study and work in the specialty

6.     Ensuring the participation of students in national and international championships to solve real business cases, which will increase student motivation (moral, material).

GOAL 5.

Development of student-centered learning, teaching and assessment through:

a) development of teaching skills;

b) improving the procedure for forming individual educational trajectories;

c) formation of assessment policy that promotes maximum involvement of students in the creation of their educational process

TASK:

1.     Initiation of foreign internships by teachers and monitoring of the number of teachers who passed them

2.     Initiating a professional internship and monitoring the number of teachers who have passed it

3.     Increasing the number of teachers who have a certificate confirming the level of foreign language proficiency at least B2

4.     Initiation of courses to improve teaching skills (internal and external) and monitoring of teachers who have passed them

5.     Formation of digital competencies of teachers, students and graduate students (primarily through the organization of participation in the national online platform for digital literacy)

6.     Creating conditions for the survey of students, graduate students in educational programs and disciplines and continuous monitoring of survey results

7. Creating opportunities for the inclusion of disciplines of other specialties in the complex of selective disciplines of students and graduate students and monitoring their number

GOAL 6.

Development of the system of internal quality assurance of education (including, improvement of the procedure of monitoring the career path of graduates, recognition of learning outcomes obtained in non-formal and informal education); introduction of an automated system of student surveys on the study of disciplines and educational programs; introduction of the formation of handbooks on OP for students.

TASK:

1.     Cooperation with the Association of Law Alumni

2.     Monitoring the results of the survey of graduates using an automated system

3.     Ensuring institutional accreditation

4.     Implementation of the initiative of the Ministry of Education and Science of Ukraine on the development of practical education and the case-study method in the educational process

GOAL 7.

Expanding opportunities for students to exercise the right to academic mobility through:

a) the formation of "mobility windows" in educational programs,

b) development of strategic communications with partners, both domestic and foreign

TASK:

1.     Creating conditions for the participation of students enrolled in the educational program in academic mobility programs by type and monitoring their number

2.     Creating conditions for the participation of students of other free educational institutions (including foreign ones) who have chosen the OP of the Faculty of Law of the University for the academic mobility program, and monitoring their number

2.     SCIENCE

GOAL 8.

Strengthening the impact of scientific activities of the Faculty of Law of the University on the development of world science, in particular in priority research areas (with high development potential)

TASK:

1.     Increased publications in Scopus and SCOPUS and the Web of Science Corecollection

2.     Ensuring industry-standardized and averaged field-Weighted Citation Impact;

3.     Increasing the number of scientific monographs in prestigious publishing houses (SENSE categories a, b, c);

4.     Entering and intensifying participation in the activities of international educational organizations and international educational rankings QS, Times HE)

GOAL 9.

Strengthening integration in the world scientific space through research cooperation with world-famous universities and research institutions, in particular in priority research areas

Task:

1.     Development of scientific articles in co-authorship with foreign scientists (Collaboration)) and increase their percentage

2.     Increasing the normalized index of citations of scientific articles published in co-authorship with foreign partners

3.     Increase in international research grants awarded by law scholars

Goal10

Knowledge and technology transfer

Task:

1.     Registration of copyrights on the results of scientific research (articles, monographs)

2.     Monitoring of applications submitted for protection documents during the year

GOAL 11.

Improving the scientific infrastructure through research cooperation with business, strengthening grant activities (both within Ukraine and through international grants)

Task:

1.     Increase funding for grant projects to develop the scientific infrastructure of the Faculty of Law

2.     To increase the share of income from scientific and grant activities per one scientific and pedagogical (scientific) employee of the Faculty of Law

3.     Increase funding for laboratory equipment (including ICT) of the Faculty of Law

GOAL 12.

Increasing the level of representation of scientific and educational achievements of the academic community of the Faculty of Law abroad

Task:

1.     Increasing the representation of scholars of the Faculty of Law:

1) at international forums, conferences;

2) in the editorial boards of international indexed journals;

3) in the expert commissions of international grant programs (horizon 2020, erasmus +, etc.);

4) in international accreditation commissions, etc.

2.     Increasing the number of publications of scholars of the Faculty of Law in European languages in foreign publishers;

3.     The growth of the index of international citations of scholars of the Faculty of Law.

GOAL 13.

Increasing the participation of young scientists in conducting research at the national and world levels

Task:

1.     Formation of new and development of existing scientific schools of the Faculty of Law with the participation of young scientists

2.     Increase the number of research projects prepared by teams of young scientists of the Faculty of Law or with their participation

3.     Increase the percentage of law graduates who continue their studies at the third level of higher education

3.     SERVICE TO SOCIETY

GOAL 14.

Development of the young generation of conscious citizens who will contribute to the development of their own communities on the basis of sustainable development, democracy, patriotism, gender equality, tolerance, inclusion.

Task:

1.     To intensify the participation of students in volunteering.

2.     To increase the level of competitiveness of law graduates in the labor market.

3.     Monitoring the employment rate of law graduates in communities.

GOAL 15.

To become a center of public activity, a powerful information resource for the community and local governments.

Task:

1.     Promote the preparation of citizens for life in the information society and increase their information and legal culture

2.     Provide legal support for business ideas for joint development and community development

3.     Increase the number of innovative projects, research works implemented jointly and at the request of the community and business

4.     Providing legal consulting services to public authorities, local governments and citizens

4.     Internationalization

GOAL 16.

Promoting the brand of Ukrainian legal education through the formation of the international reputation of the university as one of the leading educational and research centers in Europe

Task:

1.     Intensify the participation of the Faculty of Law in the most authoritative educational associations

2.     Create conditions for the participation of leading scholars of the Faculty of Law who teach and conduct joint research in foreign partner universities

3.     To increase the number of scientific works of scientists of the Faculty of Law, indexed by Scopus and Web of Science, including In cooperation with foreign partners

4.     Expanding the range of educational services provided by the Faculty of Law to foreign citizens

5.     Create conditions for the implementation of educational programs taught in foreign languages

GOAL 17.

Expanding access to quality international education and research and practice of domestic higher education

1.     Increase the percentage of law students with language competence (English, German, French, Polish) at a level not lower than1

2.     Create conditions for the implementation of academic mobility of higher education seekers and academic staff of the Faculty of Law

3.     Create conditions for the world's leading scientists to teach and conduct joint research at the Faculty of Law

4.     Increase the number of law students who have successfully completed an internship / internship abroad

Expanding the range of international partners and effective implementation of international cooperation agreements with leading international educational and scientific institutions and business structures

1.     Increasing the number of agreements concluded by the Faculty of Law, under which specific cooperation measures are implemented

GOAL 19.

Development of corporate culture as an element of the strategic management system, through the orientation of all employees to common goals, increase staff initiative, ensure commitment to the common cause and adherence to the principles of gender equality

Task:

1.     Formation and development of corporate culture of the Faculty of Law, taking into account the basic principles of modern management concepts

2.     Formation and development of corporate culture of the Faculty of Law on the example of "universities with tradition", the culture of "endowment" - the University Development Fund

3.     Formation and development of corporate culture of the Faculty of Law according to the formula "school-college-university" on the basis of common values and cooperation

GOAL 20.

Development of qualified personnel management and ensuring economic stability

Task:

1.     Implementation of a systematic approach to professional development and internships of law faculty - obtaining modern competencies

2.     Introduction and development of a progressive system of rating and motivation of teachers of the Faculty of Law

3.     Create conditions for comprehensive automation of management processes, "digitalization" of the management of the Faculty of Law (introduction of electronic document management, electronic dean's office)

1.     Compliance with the content requirements of the website of the Faculty of Law and its structural units

Improving the infrastructure and developing the material and technical base for the effective implementation of educational services of the Faculty of Law

1.     Creating and increasing the number of places for students to work together

GOAL 23.

Implementation of the model of responsible consumption by optimizing the use of natural resources, reducing the burden on natural ecosystems, the formation of ecological culture of the academic community

1.     Reduction of energy consumption (electricity, water, gas, solid fuels)
