The Council of Europe Open Academic Networks (OCEAN) Programme brings together universities, research institutions, and scholars from the 46 member states of the Council of Europe around a shared goal – human rights, democracy, and the rule of law.
The OCEAN Programme is implemented by the Department for the Implementation of Human Rights, Justice and Legal Co-operation Standards.

Founded in 2018 by Professor Michele Nicoletti, then President of the Parliamentary Assembly of the Council of Europe, OCEAN welcomes both institutional and individual academic members from Council of Europe member states and beyond.
The Open Academic Networks of the Council of Europe aim to facilitate the exchange and creation of knowledge regarding over 200 Council of Europe conventions in cooperation with European universities through teaching, research, and academic activities.
OCEAN provides a platform that brings together universities, research institutions, and individual scholars working on Council of Europe conventions of their choice or other topics related to the work and mission of the Council of Europe. It serves as a source of information on Council of Europe activities, promotes the dissemination of best practices and research, connects its members with the Council of Europe and its expert groups, and offers its members opportunities to participate in events organised by OCEAN in Strasbourg or its member states, either online or in person.
Institutional members are encouraged to organise at least one academic event per year, such as seminars, conferences, summer or winter schools, in the aforementioned fields.
Individual members are requested to play a leading role in organising the aforementioned events or to publish (an article, book, or chapter) on any of the Council of Europe conventions or other aspects of its mission.
